Weapons of Stunning (elven, glass, ebony and daedric) begin to show up after level 22 (31, 37, 47) in random loot.
Weapons of Immobilizing after level 25, (34, 40, 50) and Weapons of petrify ebony after level 43 and daedric level 53.

Yeah they are great if you can mix in some poison and ravage health/magica, hit the target and just watch them paralyse and slowly die. I've got at great little iPhone app that gives me the recipes for any combination of potions I want to make. Still would like a paralyse enchantment though.

Its random. I think I ended up buying one. That's pretty much the only reason I check with merchants now - to see if they have magic items I can disenchant. No need for money any more, that's for sure...

The paralyze, banish daedra and waterbreathing enchantments are very rare.

What you have to do is check the weapon and armor merchants regularly at higher levels and buy one immediately if you see it for sale.

I made rounds to the blacksmiths in Whiterun, then Riften, then Windhelm, then Solitude, then Markarth, and back to Whiterun. I eventually got Paralyze and Banish.

I also have a "Blade of Haafingar" with the Paralyze enchant, and I found an Ebony Sword of Immobilizing the other day.

I bought one from a smith - I think it was at a 'Cloak or Empire camp somewhere. I guess the weapon spawn is random.

Confirmed...

When you get your enchanting to level 100... paralyse weapons become avaliable in shops

What do you mean don't believe... when enchanting is at 100% it is FOR SURE SOLD BY VENDORS... and not pure luck that you managed to find it

...Don't believe that it has anything to do with your Enchanting skill level, at all. I don't have 100 Enchanting, and I've found Paralysis weapons as random loot.

I have it as an available enchantment; can't remember/couldn't tell you what I found and disenchanted in order to get it, but I can say with certainty that I have a Daedric Bow of Stunning sitting in a container in my house, which was found as random loot, probably somewhere around level 48. I'm level 50 right now.

http://www.uesp.net/wiki/Skyrim:Generic_Magic_Weapons#Paralyze seems to suggest that the paralysis effect starts showing up on randomly generated weapons at level 22. They're certainly not common, though. I can attest to that. That Daedric bow is the only other random-loot Paralysis weapon that I've come across aside from whatever I disenchanted in order to learn the effect... it may have popped up for sale from vendors, but I generally don't pay attention to vendor stock. I like to actually find new enchantments in the form of loot as much as possible.

Yeah that's what I'm doing too. Funny thing is I've had those weapons before and sold them. I thought I already had the enchantment so sold all the ones I had. Only when I went to make a sword the other day did I finally realize I never had it to begin with... lol

Some items can turn up very late in the game, too late even.

I found the enchantment for Waterbreathing somewhere around level 40-50 and Fortify Carry Weight only at 60.

Then again, one of my first daedric weapons I found was a Daedric Bow of Immobilizing with a chance to paralyse for 4 seconds!
