They are probably feathers, or the Argonian equivelant.
It's drawing influence from the theory velociraptors (and other dinosaurs) may have had feathers.

They look more like leaves (since argonians can become more tree like depending on hist injection). But I'm wondering if there is anything official on this.

There will probably be a mod to make them more leaf like either way (whether they are feathers or not). I'm sure I'm not the only one who feels they should be hist leaves.
