99% of broken quests are so because of a glitch, in that there are so many ways to approach a quest, one way might not work, but others do. Can the code be made more robust? Sometimes. That is the difficulty in patching this game, fixing one thing without breaking something else.
I have never had a quest glitch that I could not fix with a reload of an earlier save. So, your new character may not have a problem with this quest on your next approach. It may have problems with another quest, even after it is patched. So, keep lots of save slots, particularly one before you start a new quest.
