I completed Blood on the Ice, the court wizard is in jail now, but i still can't buy the house. I'm a part of the Stormcloaks so do I need to complete some of their quests first?

im was able to buy it after the civil war(i was a storm cloak) idk for sure if that has somthing to do with it btw the court wizard wasnt the butcher if you go talk to him and tell him about the amulet you find in the house he'll say to got to the house of stuff and blah blah blah youll end up patrolling the streets and find the real killer
