Integrating Powers and Shouts in with spell creation.

Mark of Death + Flames = Flames that do direct damage and lower Armor over time...

That would be an awesome combo. Shout creation would be a very useful and fun addition to Skyrim.

Lol can you imagine how a Fus Ro Da would look like combining it with a Destruction spell, a lightning bolt for example. Man that would be cool.

I am doubtful that the time/effort to take to do this would be done... but how about self targeted on hit effects?

We have weapons that have health drain/transfer, we can make it so when we hit an enemy it sets them on fire, lowers their resistance to something, drains their mana, etc.

It would be quite cool, and streamlined, to have a shield that was imbued to have an on hit effect of restoring your health or something. It would of course get charges like a weapon, but would remove the need to always have to open the favorites menu to down a potion.

Also, in that same vein, on hit options like when a foe is struck an invisibility spell is immediately cast.

Magelight on a sword (although dungeons aren't that dark in Skyrim...)

A more diverse enchantment system would be welcome as well. Oblivion had good spell creation, but enchantment was somewhat limited. It is sadly even worse in Skyrim. Hopefully in TES VI we will have both enchantments and spell creation as a fun way to customize your character and/or help in role playing.

If there is NOT a mod or dlc for adding Spell Creation into Skyrim I am going to get bored with it much faster. And go back to Oblivion.
