Everyone in this game is 'racist' if you want to call it that. I would say they all, Thalmors, Imperials, etc. all believe that they are superior. My gf got rather disturbed how immersed I got in my charcter as a stormcloak talking about the bloody Imperials and Thalmor and how I hated them so much. Then I flipped characters after a few days and started hating on those rebellious scum stormcloaks. She's really confused now.

Bigotry is prevalent in all races, factions and whatnot in Skyrim... Not quite as toned down as in Cyrodill, and not as extreme as in Morrowind.
This is, honestly, much like it is in the real world. The main difference is that being branded "racist" is itself not inherently taboo anywhere in Tamriel... likely because it is a high fantasy setting. Those tend to be riddled with hilariously high levels of racial prejudice... or at least from our perspective.

TL;DR version: Everyone is racist. Get over it.

I rather side Alduin to began another world than join those two stupid factions.
