No NPCs use the grindstone?

First let me say the game is amazing. I have put in countless hours and after I stopped trying to grind up levels and just played, it seemed like the game actually got better.

I do have one question though, why haven't any NPC of weapons or armor been improved? Every NPC blacksmith in the game uses the grindstone so shouldn't we then be able to find say a 'flawless steel battleaxe' or even a 'ledgendary ebony sword' laying around? I think adding this small change would make it so players wouldn't feel obligated to take blacksmithing as a perk at times. One of my characters is more magic based and I hate the idea of spending points to improve my light armor. I would rather pay for the improvements to the blacksmith ( I would have to provide all the materials) or find them over time and then enchant them.

Again a very small detail that certainly doesn't ruin the game for me. I just think it would be an awesome addition.

I think its more of a game balance decision than a immersion detail decision.

I see no real reason for this to not happen now and again.

It would make the character's ability to craft items more worthless than the lockpicking tree is currently. If you want a RP justification, consider the improvements personalizations of the equipment... not universal changes.

Its stupid that you couldnt pay a blacksmith to improve your armor, i agree completly. High prices for that wouldnt make Smithing worthless. Like it worked in Oblivion with armor and weapon repair. The expenses for that were high enough to offer an incentive to become better at smithing yourself.

I loved grinding through the smithing to get my perks, and you're right; I always wondered why there wasn't ever anything for sale that was flawless or find ANYTHING that was smithed up fine, etc. Weird.

Glad I'm not the only one, and I'm not saying that every peice found would be improved but one every once in a while would be nice. Would make it look like the blacksmiths are actually doing something with the grindstones. Along with that I wouldn't mind paying extra coin to have something enhanched too. I would be nice to play as a hardcoe theif and not spend any points at all on blacksmith or enchanting and put all those points into making potions and maybe even try lockpicking, pickpocketing or even speech perks. Right now I don't see that happening.
