I remember before the game came out, anyone who suggested this would get Fus Ro Dah'd into next year. Bethesda released a non controllable mount and a dragon air strike, which was pretty funny.

Nope.There are only theories on what it's going tp be about the plot of the Dlc.We know that it's going to be around 2 DLCs.Probaly about the "Return of the falmer" and "The Thalmor".

I hope if the expansion takes place elsewhere, it's effects can still be felt in Skyrim. For example, worshipping yourself at your own shrine in Cyrodiil, unique dialogue after the fact etc.

The only thing confirmed according to Bethesda is that they plan to make expansion pack like DLCs which will be an expansion.

But they need to fix the bugs first before they do any kind of expansion.

Not necessarily- we know that the first 2 will be exclusive to 360 for 30 days, but nothing about the size, scope, etc. of those. AFAWK, Bethesda could be making 2 small DLCs and some more expansions.
