Hi, If I have understood it right there is some problems with ATI graphic cards but I think they will solve the problem soon with a new patch. The only thing you can do atm is to wait for next patch xD. But I have Nvidia and the game is pretty smooth for me so hope there is someone else with ATI that might have any better advise for you.

The problem with ATi cards is that there's a a block in the code that prevents the card from actually doing what it's supposed to do, that's why most ATI users report that there is no improvement in fps after changing the settings from high to low. It will take them a lot of time to actually figure out where the block in the code is so all you can do at the moment is wait.
