Yes, I've noticed. You can create a mod for that. All you have to is to create two recipes in the CK, tab "contructible items": one in order to allow you to create the said armour at the forge and another one allowing you to improve it at the bench.
It is likely because the Imperials existed in Skyrim long before the Stormcloaks formed. Because of this time difference is the knowledge of crafting Stormcloak armor not far spread.
I think extended smithing already does the job for you.

i understand there are ways of finding it... but i think it detracts just alil from the game that you cant.... i think you should gain the ability once you join one side or the other... ie: join imperials forge imperial armor... join stormcloaks forge there stuff...

It's because the Empire has been in Skyrim since it's founding, and the rebels have just now showed up. At least that's my guess.

yeah but wouldn't you think that atleast winterhold, windhelm you would be able to forge or buy it from the blacksmith? i guess stormcloak armor just happens its not forged
