Bad math calulation or was this done intentionally?

So http://www.uesp.net/wiki/Skyrim:Season_Unendingthat the Greybeards agreed to host in their castle so I can trap a dragon at dragonsreach.

So to make this thread short, since I don't need to make an explanation. I decided to follow General Tullius (I generally fast travel) from Solitude. I ended up following not just Tullius but Legate Rikke, and Elenwen. I even bumped into Jarl Elisif the Fair along the way. It was some travel since these characters walk so damn slow. I do admit that it was a great RPing moment, especially with Elisif the Fair. I had that "I need to protect my Jarl and future potential queen" even know she fights back. We ended up getting invaded by a group of bandits. To my strong disappointment these 3 characters showed just how weak they are. I was particularly disappointed in Elenwen's performance since all she did was to use the weakest form of destruction magic on these bandits. She ended up falling to the ground along with Tullius and Rikki. I had to be the one defeating the bandits with little to no help. I play on masters level along with mod so it's a challenge.

Did Bethedsa made the dragonborn overpowered or did they purposely made these characters weak? Since Tullius and Rikke are suppose to be bosses of the civil war shouldn't they be a tad strong for their role in the war? For Elenwen sake... After seeing her performance I am left to wonder just how challenging will it be for the future war with the Thalmor after the civil war had ended? Every Thalmor that I encountered with showed me just how weak they are.

Elenwen is level 30, Tullius in min 10, max 50, offset 1.2 times player level, Rikke is min 10, max 30, offset 1 times player level, health offset of 500.

Tullius wears crappy armor, has no combat style, and has his statistics locked at level 10 because you see him at Helgen at level 1. Ulfric is similarly wimpy, even with his shouts. He has even less armor than Tullius.

Rikke is pretty powerful, but not if you've met her at a low level.

Elenwen is a dignitary, not a battlemage.

Elsif is level 10 with no weapons.

Or maybe those bandits were just absurdly tough?

Hmmm, this is even more disappointing after you mention Master level. The incoming and outgoing damage is only modified for PCs on Master, afaik, so followers are made more powerful, not less by master - relatively speaking.
