I have alot of words i cant use, and also killed alot of dragons, but the shouts still say i need to get dragon souls?

You need to spend a soul to unlock a word before you can use a shout. On the PC, highlight the greyed out shout then press "R" to unlock it.

You have to select the shout and press X (or whatever) to spend the soul.

On xbox press x on Ps3 i dunno...

I read somewhere that this game had an instruction manual...
