Shared cooldown+button for shouts = I don't use most shouts

Anyone else feel the same? I currently only use one shout - become ethereal for jumping from otherwise suicidal heights. I used to use marked for death just to get ancient dragons down faster, but a pair storm elementals does the job well enough now.

Due to the shared cooldown, as well as having all shouts only on one button, switching shouts through the menu is both unnecessary and a chore. Shouts automatically get valued on a priority system, instead of using a range of them based on situation I just keep the most important one on the shout key and use that 90%+ of the time.

Having 3-5 binds and separated cooldowns for shouts would've made shouts, well, 3-5x more interesting. If I could use shift+1-3/5 or something for different shouts on separate cooldowns it'd not only give me reason to use them and also be more convenient, it'd go a long way towards making combat moderately more fun since shouts are one of the few strong points of the combat system, producing visible results solidly animated. It's a far superior experience seeing an enemy stagger from the force of a shout than just seeing a bit of blood squirt out after a sword slash with the only visible difference being in the enemy health bar. Having a small selection of default shouts would allow you to sort of customize a character in another way as well, with a sort of theme.
