I have I finished the civil war quest line. I have gotten the final decree to find storm cloak camps and kill them. I have found two camps and each has a "named" character that cannot be killed.

Any idea what this is about or how to wipe them out?

The consensus seems to be that this is a bug. The same thing happens with Imperial camps. Hopefully this will be fixed by the upcoming quest-related patch.
