Markarth and the Reach: Off limit

So.... As I went on doing the quest line in the city of Markarth where you're supposed to solve the mysteries taking place regarding the killing of several citizens.
It turns out to be an act of the Forsworn.
So... I solve the quests, interrogate some folk etc.

It all boils down to the point where I have to return to the quest giver in the Shrine of Markarth. To my horror I find him killed by two guards who claim that I've messed up the entire balance/arrangement between the city and the Forsworn leader kept inside the Cindhna mine.

UNFORTUNATELY: I choose to kill those two guards, as I've always feared the life behind bars. This however, grants me a solid wanted bounty, which is all fine.
BUT: as I exit the shrine all the guards, whoever I cross, want to take me back to the mine. So to complete the quest, I figured I had to be imprisoned. But, and this is in true the sad part, the dialogue between me and the guards keeps bugging.
I say: "I submit, take me to jail" and all that, but then the dialogue bugs which forces me to sheathe my weapons for eternity but they won't take me to jail.. So all I can do is to reload and fast travel the hell away from that region.

As a result of this, I can't in any way enter the city of Markarth nor can I walk around the region without some bugging Stormcloaks, whom I won the Civil War for, wanting to imprison me. And as the dialogue bugs, I have to kill them in order to keep playing.

This totally bugs me out, as I still have so much to do in the game.

Any ideas? (reloading is NOT an option) Should I just avoid Markarth and wait for a Godsend patch?

This part was or still is bugged heavily.

I suggest you reload to the point where you enter the shrine and then submit without a fight. Do not engage any of the guards but follow through. Tell yourself that when you are innocent you have nothing to fear. At the end, when you have done your "time" will the situation clear up and you can continue with the game.

The only option I can see is killing all of the guards every time you enter the city or using calm/fear to avoid them. If you want to avoid raising your bounty any higher, assassinating them with a bow or turning them on each other with frenzy could work (frenzy might cause considerable collateral damage though). I would assume that doesn't work well with the character you're playing though, if you haven't already done it.

You've learned your lesson, save on MULTIPLE SLOTS don't really on autosave. At this point try paying the fine, or join the theives guild and try to bribe them, if that doesn't work you are totaly screwed.

I'd have to agree with klown.... though I'd put it a little kinder maybe.... The game allows you to save however many times you want to. It's a good idea to use that ability. And yeah, I know that doesn't help the "oh sh**" thing right now, but in future, a thousand saves will be your friend.

Using the Thieves Guild option doesnt work, I have the same problem.

I just avoid that whole corner of the map as a rule now, unless I'm in the mood for a rampage.

I had this problem on one of my characters and, oh my GOD, it drove me up the damned wall. I was actually able to work around it without using the console but it was tricky. I honestly sort of forgot exactly what I did but I remember the important stuff so let's start there.

Basically, you have to return to the Shrine of Talos in Markarth. I read that you had to remain undetected, but frankly, that was not happening whatsoever. Whenever a guard engaged me as I tried to get there, I just ended the conversation without selecting any options and made a mad dash for the shrine. SO. This is the important part. You go to the shrine, guards will follow you. You have to kill every single guard that enters the shrine. Unlike the open city, they eventually stop spawning if you hole yourself up with Talos. When that point comes, step around the two dozen or so bodies and step outside. Talk to a guard in Markarth. Again, I don't really remember if I had to pay my bounty for the murdered guards or just whatever other crimes I did, but the point was I was able to pay them without the guy being like "OFF TO CIDHNA MINE LOL."

Can you enter the mine on your own? Use an invis potion or six to get in there and see if you can find the king.

That was another thing I attempted in my own quest to fix it for myself, the guards stuck to me like glue and even when I got in there, the area where you spend your sentence for the quest was barred off and there's no key for it as far as I know. >:

If you have a powerful thief/archer type, you can successfully stealth kill the three guards waiting for you in the temple to frame you BEFORE they initiate dialogue. I tested it with my lvl 50 archer with the best (non smithed) bow in the game, daedric arrows and a potion of true shot. They were all dead before they knew what they hit them.

The quest will end but you'll come out clean.

The Forsworn Conspiracy is one of (if not the) most severely bugged quests in the game. If all else fails, reload a save from before you entered Talos' shrine the first time and possibly just abandon that quest altogether until the devs are able to come up with a fix for it.

I encountered this bug on my first playthrough, except that it didn't surface until after I completed the quest. Whenever I entered any Reach Hold town or city, the guards tried to arrest me and I got the endless dialogue loop. On subsequent playthroughs, I don't even read the note from Eltrys that initiates the quest, thus keeping it in my Misc, Objectives menu.

It's a good quest though. I hope the devs are able to fix it eventually.

I had this issue, then reloaded an old save, let them take me in and finished the quest, but from then on, if I ever entered that shrine of Talos again, the same guards are back wanting to take me in again and no matter what you do, they just attack.

So I never go in there anymore.

As far as I know, it's like Edgewriter said, just stay the hell out of the shrine. The only time it broke for me, though, over three characters was when I decided that instead of going peacefully, I'd just slaughter all the guards until I got bored. I'll see what happens on my current character though.

Are you playing on PC? If so, you can solve this problem by opening up the command console (press "~"), click on a guard in Markarth, and type "paycrimegold" (without the quotes). This is the only way that I was able to resolve this glitch on my first play through. I tried all of the other remedies that I could find, but nothing worked besides the above console command.

This happens to be the only severe bug I've found in the game on my playthroughs.

My first character didn't fancy going to jail for something he didn't do so I fought the guards and killed them. As it was just in the shrine I thought I could sneak out and carry on with life. Nope. The whole of Markarth wanted me dead and while I had fun fighting everyone I eventually reloaded and went to jail peacefully. And then I discovered it's actually a pretty cool quest even though I was forced into it by a bug.

It pays to keep backup saves though.

Yeah that's the one thing to take away from all of this is to not rely on autosaves, especially if you're doing something you know people have had glitch them into infinite.

The first time I did this one I chose to fight, and had no problems afterward (the quest ended, of course). The key is to eliminate the bounty by removing all the witnesses, which is done as follows:

1) Save immediately after entering the Shrine (you're going to lose the auto-save in short order)
2) Kill the three guards in the Shrine; this will trigger the bounty
3) Exit the Shrine, at which point at least six more will jump you; kill those too.
4) While monitoring the upper left corner of the screen, keep killing guards until they stop spawning (which shouldn't take long); if you do not get the 'bounty removed' message, you're glitched and need to reload the save made upon entering the Shrine.

If it works properly, you can enter the area at will since they don't know you fought your way out.

I did this several times. The bug resurfaced again and again. Sometimes , a few in-game days after using the console to paycrimegold, I was approached by a bounty hunter who let me pay him my 5000 gold bounty, but that was also a temporary fix, and the next guard I encountered tried to arrest me.
