When i spoke to falion at night there is no option to cure me from being a vampire,when i wait there till daybreak i am informed that people hate and fear me and that the sun boils my blood and everyone wants to kill me including falion,please help

You may have to feed to get down to Level 3 first. Someone will come along who knows for sure, but I think even for Falion to cure you you can't be Level 4.

Buckom's right about the stage 4 thing. However, you can try to use a Calm spell or Vampire's Seduction to turn Falion non-hostile. Otherwise you have to feed before talking to him again.
