I'm level 50 now and want to ask whether Blacksmith's elixir and Enchanter's elixir can be bought from Arcadia's Cauldron in Whiterun? Or somewhere else?

It can be but seems to have gotten rarer post patch 1.4.

As near as I can tell, all self-made potions are better (after very little work) that what you can buy in stores or find as loot

Definitely make your own, create alchemy skill up apperal : hands, fingers, neck, and head. You need materials, look it up on gamefaqs.com for the complete list of ingredient combinations and away you go. PS you will also level up numrous times in the process and become incredibly wealthy. If only it were this easy in real life.

UESP states there are two respawning enchanter elixers in the archmages quarters. Progressing along the college quest line will unlock his chambers, otherwise I think a key is required for entry.

Alright friends, but one thing. Have to gather one falmer helmet first. Which place and people is the easiest I can get it?

Head for the nearest Dwemer ruin.

I have been to Mzinchaleft and Raldbthar not so deep only dwemer things are there and their mechs. Falmers will be in deeper places?

You can try Alftland glacial ruin. I read you can also find them at Liar's Retreat. The quest Discerning the Transmundane requires blood from all types of elves (incl Falmer- snow elves) and you could google that for add'l ideas where to find them. Have fun!
