Wheres the (heck) is the ebony?

Started a new characater a recently and playing a archer/fighter type. I am on the PS# and somthing strange has happened. I have found Dradic hearts everywhere. I am level 25 and have 11 in the chest in WhiteRun. Problem is that I cannot get anyone to sell me ebony ingots in any town and the normal spots I have found ebony in the past are not giving it up. Does the game limit materials for smithing based on levels? :swear:

Yes, you do not see Ebony for sale until Level 27.

There are a few pieces of it in the game in static locations and a couple of Ebony Mines.

Within Narzulbur Orc Stronghold there is the Gloombound Mine.

You'll be able to get enough to make a full set of Ebony or Daedric Armor and Weapon(s)/Weapon+Shield. Of course, you'll also need Daedra Hearts for Daedric, but there's enough Ebony in Gloombound. Before you get too excited as you mine it: it'll take 2 Ore to make 1 Ingot, but there's still enough for one set. :P

Narzulbur is SE of Windhelm about 110 degrees on an azimuth.

After a while you start to notice the pattern with vendors and item levels. But what really annoys me is finding that certain ingot to upgrade a piece of armor... and the blacksmith is using the workbench. Or I arrive at the smithy ready to hone my weapon, and the wheel is in use. No, wait, I just need to convert some pelts into leather... and the smith is using the tanning rack. It's almost as if they are psychic! Oh, well, at least I can boot them out of the way.

Just frob the workbench or grinding wheel and they'll move away and let you work there. Unless you're lollygagging for too long, then they start to work there again and you have to interrupt them once more.
