I'm at the point where I have to capture the dragon Odaviing. I have learned the shout to call him, I have convinced the new Jarl of Whiterun to capture him in Dragonsreach and told him that I am ready to lure him into the trap. So I went to the balcony and called for the dragon. Odaviing appeared but now he keeps circling around Dragonsreach and doesn't make any attempts to attack me. And the only persons on the balcony are three soldiers and Ofelia Grey-mane. Isn't the Jarl supposed to be there as well? I checked on him, but he and his steward just keep sitting on the same chairs since I took over Whiterun with the stormcloaks.
Can someone help me with this?

I think you have to use Dragonsrend on him as well.

Attack him with Dragonrend, bow, and spell.

I've tried to use dragonrend but he is to far away. He is just circling around. Once flew over the balcony but I could not hit him with an arrow or with dragonrend. The Jarl and Brill have never set one step into Dragonsreach since I took over Whiterun with the Stromcloaks.
