Yes, you're only level 21, so you'll have very few perks wasted. The only perks you'll have wasted are any you may have put into 2 handed and lock picking. Skill levels don't really matter, just perks, as eventually if you play long enough you'll have most, if not all, skills at 100. You'll have to change your gear set up first, as most likely you won't have enough magicka to do much at this point, so either get some fortify magicka or fortify spell school gear. Stick with light armor, because robes are quite useless. Get access to college of winterhold for better spells.
You don't need to spend money on trainers either, though it helps. The mage skills to spend money on are restoration, destruction and alteration (only up to 40, when you can get detect life and use that to level alteration quickly), others you can raise really quickly yourself.
I assume by full on mage you mean you'll be wanting to use all schools of magic. I'd personally start by turning into a stealth mage first - take up illusion, use calm or frenzy on enemies and use bound weapons to work your conjuration while enemies are distracted. Bound bow with mystic binding perk has unmatched damage (unless your smithing is really high) and you already have archery to complement that. You can get both illusion and conjuration to 100 in less than half an hour by repeatedly casting muffle on yourself and soup trap on any corpse. That's not a very natural way of doing things, though. Normally, instead of grinding - because it's not very fun - I'll just soul trap a dead body after a battle once and move on and cast muffle on myself once or twice when I'm in town just shopping and not doing anything with my magicka. It really speeds up conjuration and illusion levelling and doesn't feel like I'm wasting time grinding. Illusion is arguably the most powerful school of magic, but you'll need to spend some perks on it.
Eventually, incorporate more magic schools into your play style and use stealth and bound weapons less. Destruction is a bit weak, and since you're already a bit behind use alchemy to supplement it. Fortify destruction potions are the only way apart from perks to make your spells do more damage, so make a batch to carry with you for tougher enemies. I also like to use poisons of weakness to magic and elements. Bound weapon in one hand to apply poisons and a spell in another makes for a good combination. You'll want to get impact perk as soon as possible, couple it with lots of fortify destruction gear to get casting costs down and from then on it's a breeze, though a bit boring if you just stun-lock all enemies. Get an atronach up to tank for you - they're immune to damage from their element type, so if you plan on spamming fireballs, use fire atronach up front.
Alteration is a bit sparse. The only really useful spell in the entire school is paralyze at expert level. It's worth grinding/ paying for training to level 65 for it, and the perk tree has some really good choices like atronach and magic resistance. All of my characters take alteration for those perks, they're too good to pass up.
That's it, really. Just add enchantment and make yourself good gear to combat high casting costs.
