So I recently travelled to Dawnstar to complete some quests and I stumbled across some random items (3 clothes and 3 fur boots) and I though nothing of it, I then returned later to finish of yet another quest and then I noticed some swords, shields and various other boots near or in the water. Now im wondering if this is supposed to happen or is something wrong?

Might be an item-spawning bug in the game cell, where items you may have dropped might be spawning in random areas when you enter the cell.

Where exactly is this? There's a minor location along the shore east of Dawnstar that the Official Guide book calls the Shoreline Lover's Tent that includes some of the items you mention, perhaps some of them spawned / didn't spawn when they should have and you're seeing part or all of the setpiece you're supposed to there.

Interesting... I believe it may be a bug... seeing as I just fast travelled to Old Hroldan and some food and forsworn swords were just lying there. thanks for the posts guys.
