Diplomatic is marked as complete but Cornered rat does not show up in my log.

I'm sitting on Sepulch quest (since i want the skele key)
Delphine has nothing to say to me?

I'm about ready to snap my disc.

As the update did not add the base script files, I cannot tell if the update should start "A Cornered Rat" if "Diplomatic Immunity" has been completed, but I do think I have the cause for this bug: did Dirge in the Ragged Flagon die before you tried to start this quest? I'm trying to narrow down potential problems to see if the patch has completely fixed the issue.
