Everytime I go to Markarth, the guards stop me and give the usual speech, "you have committed crimes against.bla blah blah.." Then when they ask, "What say you?" I have responded with all responses but I am stuck in an endless loop. I even say "I submit, take me to jail." and they start the Halt stuff all over again. The only thing I can do is hit tab to exit out of the dialogue and run like hell. Is anyone having or had this problem and if so, what is the fix? I appreciate any responses to this issue.

Where's Markoth? Anyway try reloading an earlier save or restart the game.

did you do that forsworn quest? I think it's been known to be a little buggy and sometimes cause problems

How is that a viable solution? I'm sure there is another available work around, saying "start over" is hardly worth posting.

Are you sure your not at the start of the quest where you have to escape from the jail. pick the option to go with them and if you end up in jail then you have started a new quest it's not a bug or glitch.

I have the same problem after racking up some Bounty in Marketh.Idid have a Bounty Hunter confront me and want 12000 gold to take it off which i did when i went back was ok. Saying that was confronted again by said Hunter this time he wasnt getting my gold so i killed him.I had to go to my house in Marketh got same loop,lucky enough i had Invisibility potion with my added Sneak ability i ran away . so i would suggest paying the Bounty or get the Invisibity perk from Stone

I think you misunderstood. Im saying quit to desktop and run skyrim again. Not start over by creating a new character.(Or am I also misunderstanding what you meant by "start over")

As for the problem, if it is indeed that you finished the quest "No One Escapes Cidhna Mine" it may be that is the cause of the bug. Either reload from earlier save when you just got out from Cidnha mine and stay back and let the forsworn do their thing. Hide if you will while the onslaught happens.

After I got out of prison and killed the Forsworn, there's at least 1 Markarth guard that attacks me. I killed the guard but it didn't put any bounty on me. Weird.

Yeah, this same thing happened to me on PC and Xbox, its definitely a glitch. Because there is no way to get around it. It's stopping me from completing like 4 quests right now. I hope Bethesda sees this and tries to fix it.

I have the same problem. Every time I go to Markarth, the guards attack me as if I were still doing the Forsworn quest. I have to go into the temple of the divines and just kill them all until I get the "all witnesses eliminated" message.

I completed the quest; I eventually submitted after killing every non-essential guard in and around the city, then I did the remainder of the quest in jail, and took the anti-forsworn route out of it. I was pardoned after escaping, but then I eventually wanted to get a disease cured, so I went to the temple of Talos and there were the same guards I had slain the first time, attempting to frame me once more with the exact same dialogue. I just refused them again. I slaughtered all the city guards and left Markarth once more.
