Does non-essential npc ever respawn?

I know that guard and other creatures will over time but does random npc in town do that? Also is question is off topic but does anyone with type of armor is best for mage specifically if focus on destruction and conjuration :blink:

Only NPCs with generic names respawn, not non-essentials.

I don't think they do, I accidentally killed Alvor in Riverwood during a dragon attack, and even months later his body is still in the street, and the townsfolk still gahter around his body asking what happened everytime I come in to town.

I've had NPC's respawn in various locations if that's what you mean. For example I've cleared a couple of caves or forts of bandits or whatever and they've come back in time. But there are places I cleared where nothing came back so it really just depends. As far as town's people go I've only seen that a couple of times and they did not respawn. They remained dead.

As for gear there is mage specific armor that can be found or purchased. The best place to go when first starting the game is Dragonsreach in Whitefall. There is a Mage there in the main keep that will sell some items. As you level up he will have better items available. You can also purchase clothing from venders in most of the towns. Any of the general store types or clothing specific vendors will have items. You just have to check with them to see what they have available. Their inventory gets updated over time so if they don't have anything just keep checking back. I found a lot of the items I use in dungeons and such while I was out questing or just looking around. Just make sure to check all dead bodies and loot chests and such. You never know what you might find.
