For my money, I'd say an Argonian Vampire is possibly the most powerful race in the game. Here's why:

Permanent Water Breathing ability
Access to Night Eye
Necromage perk + Atronach Perk + Atronach Stone = Complete immunity to magic, negating weakness to fire.
Immune to Poisons
Immune to Disease
Hand to hand combat isn't as powerful as Khajiit, but stronger than human and mer.
Histskin ability heals you rapidly once a day

As for skills, I'd go Sneak, One-Hand, Illusion, Archery, the armor of your choice, and maybe smithing to improve it to armor cap. Restoration's also a must just to get Necromage, but that's just 2 or 3 perks, though I always recommend being able to heal.

Enchanting's also good.

Argonians have a base resistance to disease, but they gain full immunity once they become Vampires. Just go to an area where vampires live and stay a medium distance from them so they use their Vampiric spells on you. Keep darting in and out of range until you get a notification you've been infected.

Dunmer are another good race for vampires for their natural resistance to fire. Depending on the difficulty setting, the weakened Fire Resistance from Vampirism can almost instantly kill you if you're facing a powerful Pyromancer or dragon.

Unless you plan on seeing how far you can go with Stage 4 (Blood Starved/attacked-on-sight) vampires, I'd say feed often. More than once I've been absent-mindedly fast traveling and accidentally arrived in a city as blood starved. More of a nuisance than anything since I'd have to escape town and wait for nightfall before going out to feed.

If you want to see how long you can last on Stage 4 Vampirism, it's a good idea to get abilities that allow you to be self-sufficient like Smtihing and Alchemy, since any traders you meet will run from you or try to kill you. Also, providing you've joined them, the Companions, Thieves Guild, and Dark Brotherhood won't turn hostile to you at stage 4 vampirism. So if you're in a pinch, you can simply retreat to their headquarters to feed/sell stuff.

EDIT: Also, for actually contracting Sanguinare Vampiris, what I do is set the difficulty down to Novice, remove all of my armor, then go to a vampire den like Haemar's Shame and let the vampires wail on me until I contract it.

one more question. the necromage perk makes all spells more effective against undead so how does that add to magic resistance?

Since you're undead, all spells that effect you (as well as enchanting) get a power boost. This applies to the Atronach perk/stone as well, making your magic absorption over 100% making you immune to all magical damage.

Where is the best place to get the disease? I know Haemar's Shame is one but what are the others?

if u r on PC, access the console command. That way u wont need to run 500km to a vampire lair(e.g. pine moon cave)
Simply set yourself to Novice Mode, search up 'vampire' in console (e.g. 000xxxxx) and player.placeatme. I recommend 1 or 2 vampires, but dont die!
make sure nobody is near you and u have no followers. U get the disease in no time.

I contracted vampirism in Morvarth's Lair and as my char has the ring of Namira which will offset health regen drain, I think i'll give being a vampire a try. I know it takes 3 game days to develop but how long does it take to reach stage 4. Does feeding take it back one stage at a time to enable visiting towns without getting set upon?

Feeding will take you all the way back to Stage One, so you'll be free to travel around town again.

To become vampire you must have the disease from a vampire.
Then wait 3-5 skyrim day. Then go to bed.

To remove the vampirism , you must do a quest.
But if you still have the disease and you aren't a vampire , you can use a random shrine to erase all disease.

Oh and , fire is bad for vampire. So is light.
