Here is the deal.

I postponed the mainquest. After completing and doing pretty much everything, i decided to resume. After "The Way of The Voice" i continued straight to "The Horn of Jurgen Windcaller", and then to "A Blade in the Dark".

At the beginning of the quest everything is fine, no bugs, no glitches. I kill the summoned dragon in Kynesgrove, absorb it's soul and get a message to talk to Delphine whos nearby. And here is a bug: there is no dialogue that proceeds to activate next quest.

I tried to use console commands to advance quest ( like setstage ... ), but it didnt help.

Also, during the Thieves guild quest to recover gems for the crown, i "accidentaly CHIMed" into the Embassy to get the gem. Now after that i was doing civil war questline for Empire, and had to use a console command that ended the whole Thalmor Embassy invitations, since Jarl Balgruf had that dialogue that allows to create a distraction during the reception. I have no idea if this might interfere with the MQ.

When you say "Thalmor Embassy invitations" are you referring to Diplomatic Immunity? ...because if you are and advanced the MQ past Diplomatic Immunity that's most likely the problem.

I didn't advance past Diplomatic Immunity. I didnt even get the quest to do it. I just used tcl console command to get into the inner courtyar at Thalmor Embassy and get the Unusual gem. Apparently doing so triggered an invisible stage/shadow event, because during civil war questline General Tulius and Jarl Balgruf had their usual dialogue disabeled and substituded with one that occurs when player enters the embassy and asks the NPC to create a distraction.
So i used a command i found in Creation Kit to disable the whole embassy thing, it was something to do with the party in the embassy. Was long time ago when i done that, so i dont exactly remember the command i used.
Anyway, im gonna try to see if advancing stage by stage Diplomatic Immunity will pass onto next quest. Hopefully the MQ will resume.
Im still trying to see what command i used and how to fix the whole thing.

Also, now that i am doing a quest in Morthal (the one with burned house and vampire subplot), i get an objective to speak with Jarl of Morthal, and she is in Thalmor Embassy.

Idk wtf but mfw

I guess sometimes using CHIM to get my way can be wildly unpredicatble.

If you messed with a party in the Embassy I'm betting you messed up Diplomatic Immunity. Your best bet would probably be to set it past that point. I play on PS3 so I'm just guessing, but I've read quite a few posts about advancing quests in general.

Damn, console commands can be dangerous.
