Shouts unlocked vs shouts mastered discrepancy

Looking for a(n) fix/explanation here:

In the stats section of my journal, it shows that I have unlocked 21 shouts but mastered only 20. But my character has learned and unlocked all 3 words for all 21 shouts (no words are missing or greyed out).
Is there a console command fix for this?
Is this a known bug?

Hmm you only learn 20 shouts so the bug is in the unlocking not the mastery.

Hmm, does a character power count as a shout, i know its not exactly in the shout section but it still has the power of the shout.

Yeah, I wonder if Battle Cry and/or Voice of the Emperor count. :S

No, I tried on a new character and those powers don't count as shouts. a fresh character will have no shouts unlocked.
However I think I've identified the culprit as lycanthropy. Turning into a werewolf lets you howl when you press the shout button. Howling will count as times shouted in your statistics so it stands to reason the howl itself is identified as a shout.

However I think I've identified the culprit as lycanthropy. Turning into a werewolf lets you howl when you press the shout button. Howling will count as times shouted in your statistics so it stands to reason the howl itself is identified as a shout.

This could indeed be it. I counted my shouts, and that's 20, so the 21st "shout" is not a true shout, and based on what you said and the fact that my character was a werewolf for a while, it makes sense.
