You need to do Delvin and Vex's radiant quests until you establish your presence in the other cities.

You need to do Delvin and Vex's radiant quests until you establish your presence in the other cities.
To be more precise you need to do five of their quests in Solitude, Markarth, Whiterun and Windhelm. Once you get five jobs done in one of those cities you unlock a special job to reestablish your contacts in the city.
