So I had this theory if I turned into a werewolf before Maro confronted me I could avoid the bounty. On my first attempt I found once I crossed the bridge I'd be forcebly turned back into human form once Maro started clapping. But then I thought it takes a moment to properly transform into a werewolf form the moment you press the trigger to when the transformation actually begins.

So I inched close to the trigger location on the bridge and activated beast form and rushed forward. I transfomed and Maro gave his little speech. Still this did not prevent the bounty worst of all the transformation did no wear off even after waiting for 24 hours. Now this is where it was odd.

I was stuck as a werewolf but could access my inventory my powers, my spells everything. I could even fast travel. I could wear as many items as I wished, and use potions. Spells would either fail to work or could crash the game. Somethings I can now say racial abilities are removed while in werewolf form I had long suspected this but can now confirm it. Werewolves also possess a nightvision power which is normally inaccessible.

Feeding would remind the game I was a werewolf and remove inventory and menu access as would attempting to use the beast form power again. In either event you'd still be stuck as a wolf and unable to pick up items or pick locks. I could even enter first person perspective though I couldn't attack while in first person. I can not confirm if shouts work the character I discovered this on had been intentionally avoiding progression on the main quest.

This sounds as bad as the time I didnt get the immunity to disease from lycanthropy...and also became a vampire. Upon using beast from I couldnt feed as a vamp and got stuck in stage 4.

Perhaps you can look up how to cure yourself via the console, if your not on one.

I kept a save from before even joining the companions. I just wanted to see if turning into a wolf could prevent the bounty from that quest. So I rushed though up to the point you get the beast blood. If it didn't work I was going to revert to my early save. I just thought the unexpected results of my expermenting would be worth sharing.

I never got a bounty for killing him. How weird?

When you cross the bridge after poisoning the decoy Maro appears and a bounty is automatically added to the DB.
