Bows and NPCs?

Hey everyone,

I was playing a few weeks ago when I came across a cave during a quest. Many of the NPCs were using ordinary hunting bows (no enchants) The odd thing was that whenever i was hit, about 1 third of my health would be depleted. I think i was wearing full heavy armor at the time, probably dwarven. Whenever i shot back at them though, barely any damage was done, and most didnt even have full light armor on. Is anyone else experiencing this?

Enemies don't usually gain better weapons as you level up, they do more damage with the crappy ones. They don't get better armor either, they get more health.

What difficulty are you on?

im on adept. it was kinda weird, my archery is moderate, i think its level was around 50 or 54 and i was around 27 maybe...

^ This is pretty much all there is to it. High level men/mer enemies will still look like most low level enemies of the same type(Bandit, Necromancer, Forsworn), they just do a lot more damage and have a lot more health.
There are minor exceptions, bandit chiefs will sometimes have full steel plate and a bit higher level weapons like Dwemer/Elven, but doesn't go much higher than that.
