Ritual spell quest question

The guide says it would be offered at skill level 90. I am at 98 and it is still not available. Is it a glich, or only offered at 100?

If it's for restoration triggering the quest requires you to have completed the quest Good Intentions

Sorry, I should have specified for Destruction. I have completed all College Quests except the one where the guy wants some Dwarven stuff, to see what happened to them.

The destruction ritual requires you to be at 100 in destruction before you can get the quest

Destruction got me too until I checked another reference.

I think there is another skill in addition to Destruction that wants level 100 too.
