Does the fortify block enchantment also apply to blocks with (specifically) 2H weapons?

The enchantment description says something like "block (X%) more damage with your shield," but I was wondering if the bonus applies to all blocks (again, like with a 2H weapon), or does it simply provide a smaller bonus for 2H weapon blocks, or no bonus for 2H weapon blocks (i.e., it only works with shields)?
