Nobody knows yet, but most are assuming yes.

Considering that both Obsidian and Bethesda have experience with modding, that Obsidian themselves have used the GECK (granted, they modified it slightly) and that the game runs on the same version of the Gamebryo engine Fallout 3 ran on.. I'd say there's a 90% possibility that the answer to your question is a resounding yes.

It should be moddable out of the box even before the construction set is released for things like textures and meshes for in-game objects, but we'll have to wait until a FNV-specific and Blender/nifSkope updates for the "heavy" mods.
