It is a easter egg, but a pretty rare one. http://www.uesp.net/wiki/Skyrim:Headless_Horseman.

Hamvir's rest is the resting place. There you will find the resting place of Ragnar the Red. His resting place is protected by three guardians, most cruel in their malice. To learn the truth about the resting place, you must defeat these legendary foes guarding the resting place, and then you will find his axe and helmet in the resting place.

A draugr murderboss deathking may also be present to protect the resting place.

I saw him once, and was shocked until I looked him up on Google.

zhe f.ck? That's quite a way to describe it.

PS. Ragnar The Red is just a hypothesis, it's never been confirmed.

as i said my dad asked me about it, i ran through skyrim twice and gave up on the game myself. i played the story, and hated the directions they took with the game. i really dont know where my dad searches for his info on games as it is generally very bad. but i just figured the fasted place to find out would be the forums as i would have no idea where to look for this on the usep. the fact that it is under easter eggs would have turned me to the forums even if i did look there first.
