Can someone please tell me where to find these?

I don't know where to find them but if you enchant you can make some. Even if you don't enchant you could start now and probably have a way better pair of Stamina enhancing steel plated boots before you ever find that specific item----unless of course it is somewhere very specific.

Well these are found in a chest at that location so I figured the better boots would be somewhere to.

Those are random loot...you can't find them anywhere specifically. Its like getting a greatsword of frost...its purely by chance. Random loot is random....
Alternatively you could make some steel boots and then enchant them

Go check with the Khajiit caravan, they sell many enchanted items.

You probably won't be able to enchant any better than those "Eminent Stamina" ones without a Fortify Enchanting potion because IIRC I enchant Fortify Stamina to +37 with Enchanting 100 and all relevant perks.

Like others have mentioned they're random finds and you may not find Steel Plate stuff until you're in the 20s (maybe even late 20s).

Fortify Stamina magnitude is 62 when skill is 100 with all the perks. 72 if you use 32% fortify enchanting potion. Eminent Stamina is 50. You can find items of Peerless Stamina which gives you +70 stamina.

Are you sue? I'll have to log into my game and check later, but I'm pretty sure the items I enchanted with Fortify Stamina were only +37. I can't imagine I would've bothered enchanting something before I hit 100 and took all the perks (minus Soul Squeezer and Soul Siphon). Would my Restoration skill have an impact because it's low?

I think at one point I was getting +62 Fortify Health and I'm pretty sure Fortify Stamina as well. That would've been my last character, where I had 100 Echanting and all the perks plus 100 Alchemy with all the perks, or at least those affecting potion strength. Also had Fortify Alchemy gear to wear when making my Fortify Enchanting potions. I don't know whether all that was required to get those numbers but I know I was getting up there by the end of that playthrough.

Yeah. I checked in my game. You can also derive the value with known quantities. Restoration skill does not affect this. Just enchanting skill.

Enchanting skill at 100 gives you 25% bonus
5 perks at the bottom gives you 100% bonus
1 perk in the middle tree gives you 25% bonus
Base value of Fortify Stamina is 20 points.

20 * (1 + 0.25) * (1 + 1.00) * (1 + 0.25) = 62.5
round down to 62

Potion of fortify enchanting increases effective enchanting level to 132. and that gives you 45% strength bonus instead of 25% at 100. Skill multiplier is approximately 1 + (skill/100) * (skill/100 - 0.14) / 3.4.

20 * 1.45 * 2 * 1.25 = 72

Damn. Maybe I made that necklace and ring before I hit 100 - I'm gonna' make another one of each and I better get +72, damn it.

I just checked in the Creation Kit and can confirm that there are no placed Steel Plate Boots of Eminent Stamina. As Blerrger19 said, they only spawn randomly.

...but I just went in-game, put on all my crafting gear, swallowed my fortify enchanting potion, and produced a set of armor with +72 fortify stamina.
