If you complete Treva's Watch before you take the quest Infiltration, after you have completed the quest, the objectives will still be unmarked as if they are not finished. They didnt't take in consideration the fact that you can climb the rocks behind the fortress and get into it from up there failing to spot the people camping beside Treva's Watch which give you the quest.
