No, but there is a dunmer district called the Gray Quarter in the city of Windhelm which is not far from Morrowind.

You do see lots of Orc strongholds and wild Bretons in the Reach region of Skyrim near the border with Orsimer and High Rock.

So they have acknowledged the neighbouring provinces a bit in Skyrim's regions.
