so who becomes the high king or queen if you do the treaty quest

No one. For one the moot has to meet to declare it. And two, the treaty isn't permanent. It's over after you fly to Skuldafn.

No one becomes high king or queen if you complete the Civil War either. Maybe in a future DLC we'll see something.
