ok i have been searching some pages on how to find a way to speak with legant rikke but she just doesnt exists on my game (apparently) but i cant solve it. i already typed "setstage cwmission04 10" (i think it is 10) but nothing happened. i just wanted someone to help me end this part of the imperial quest. i want to end "reunification of skyrim" but still be able to continue the "a false front" wich i think is the next after the reunification.
i would be appreciated if anyone could help.

you broke the quest. reload to a save before you started the quest and do it again that's all i can say to do
