I doubt it has that many lines of code... you exagerate.

Many lines from the NPC are triggered by pocessions or skills... or completion of quests. You might have to be carrying meat to get him to say that line.

Knowing Bethesda, I'm sure they could manage ten bugs per line of code...

and sometimes when you load a city "wrong" some dialogue never shows, for instance, i quick traveled to Whiterun and went strait to the blacksmithing women outside and i couldn't get her to sell me anything until i went into the shop and reloaded Whiterun again.

As I've already said in a previous post with the exact same wording... Half the time when you go to a person and initiate dialogue with them it won't register some of the options that are supposed to be there... If the option you know is supposed to be there isn't then back out and wait a minute and try again and see if the game catches up... This happens all the time...

/beginrant Call of Duty doesn't have dialogue at all... It has people telling you to do something and you doing it... There are no options at all in dialogue in it... /endrant

What time was it?
She often stands out there before and after shop hours.
She will not talk shop in off hours.

Sometimes they're just not ready to sell yet. If you see her walking towards her shop from another destination she wont be ready to sell just yet. This can happen around the 8am marker. I don't see that as a bug at all, more a nice variation in the way people are.

After well over 100+ hours of gameplay I've only had 1 fatal crash and 1 significant bug, the markarth guards bug. Thats it.

yes i know that the shopkeepers don't sell until they are at their own shops but what I'm trying to say that in the "middle of the day" it glitches and doesn't allow me to shop with them. It is a bug i have encountered in numerous shops that are outside
