Repairing Skyrim

So I have been looking around for a hot minute, and I haven't seen any topics on something that quite frankly feels like an under addressed issue. I like most people have completed the civil-war quest line for Skyrim, I personally went with the Stormcloaks so if this is a specific issue with them I feel kinda shafted. But anyways, at the end of the quest-line either Ulfric, or the steward, makes or made a comment about beginning repairs after the war. That was at my 35 hour mark, now i'm at around 112 hours, and still Whiterun and Solitude are in shambles. Now at first this was just a cosmetic eye-sore that had no real impact on the game. Then as I started to restore the Thieves Guild a ran across a job, one in which I had to plant a ruby in Heimskr's house, now some of you may think "Big deal, sounds easy enough". Well that's where this cosmetic issue got in the way, his house was destroyed when we attacked Whiterun, making it impossible to complete the job. Which not that big of a deal still because I just told Vex I didn't want to partake in the job and got a new one but still. Really I was just wondering if there were any plans for a patch that would allow me to either pay Ulfric, or the Jarl's of said cities, to pay for repairs. Or even better, wrap it in with some sort of quest to name the new High King or something!

I think it's supposed to happen automatically, so it's probably a glitch. If they patch it they won't release quests or anything to help rebuild the town.

And I don't think it's supposed to be automatic because several people I have talked to have said that their cities are still broken
