Alchemy & Enchanting Loop

Tell me if I've got this right.

1. Equip a Fortify Alchemy item.
2. Create a Fortify Enchanting potion. Use it.
3. Enchant a new, more powerful Fortify Alchemy item.
4. Equip the new, more powerful Fortify Alchemy item.
5. Create a new, more powerful Fortify Enchanting potion. Use it.

Is this correct? I've seen variations with Restoration included and it all got very cluttered in my head.
Also, before executing this loop, should I bother raising my enchanting/alchemy skills and investing perks? Or does the loop compensate for the lack of skill after some point?

I just want to get this clear in my head before I start because it's gonna take me forever to find the necessary ingredients for the enchanting potion and I don't want to begin and half way through find out I'm doing it wrong.
