i think

Spoiler
sinclair designed and built the casino and its vault to be the ultimate fortress from the Great War, which he predicted would happen soon. he primarily wanted to make the vault perfectly secure to protect vera and himself when it happened. when the bombs dropped the casino went into its lockdown "fortress fallout shelter" mode thus activating the security and slaughtering the guests. I don't think he meant for the tourists to be there when it happened though.

I'm guessing the guests became contaminated with ambient radiation from surrounding fallout. IIRC there was some story about the guards screening guests for radiation as that would set off alarms. So once the bombs fell, security became active and the guests were frelled.

I disagree with Jonsarik but for the most part they did screen the guest for any weapons, unknown objects, also there isn't hardly any radiation of that kind other than food. from what i know the Holograms took the guest as a thief/threat to the place so they went with their programing and did their job.
