Storm call bug?

First off playing in the horrid ps3. Skyrim has inspired me to into gaming on the pc, buying one soon. Sorry of subject. Anyway when I use storm call on a dragon that is in town the guards always become my enemy. Is this just how it is or a bug. I hate that I can hardly ever use it because people around me always start attacking me when I don't want them to. I wish it would just hit the people that are red dots on the HUD. Any thoughts?

Its not a bug, its lightning from nature herself and you can't control it, just call it. The lightning strikes are indiscriminate.

pretty much what topherman said Storm-call is useless when you're around allies because it will hit anyone and everyone in the area I've only used the shout once and that was when I only had 2 people around me it kept hitting them instead of the dragon so as far as I'm considered it's a pretty useless shout, in fact most of the shouts in Skyrim are pretty useless I mean the only ones I use are fus ro da, and the disarming shout but even then it won't disarm people holding two handed swords or bows for some reason.
regardless of weither you play on the PS3 Xbox 360 or PC Storm-call will always hit anyone and everyone even you.

I beg to differ. I use all my shouts all the time. Become Ethereal is incredible for mages and for when your not doing well in battle. I love throw voice to get the enemy to go where I want them to and to distract them. I also like slow time, just looks bad ass when you give an enemy the final blow and they go flying, pretty funny. Whirlwind sprint works well to get into some tuff places that need a long jump or something. Dragonrend is great for getting the dragons out of the sky. I guees different play styles call for different shouts. I know some of my friends never use them.

I still love using become ethereal and jumping off mountains. That never gets old. But like you said fus da rah(spelling?) is the best. I think it's because we all heard so much about it at first. Plus seeing people fly 20ft is always awesome, especially off a mountain lol.

Yeah, only use Storm Call when you're outside and you have no allies near you. I got Aela the Huntress killed with that Shout. Major Reload because she was my wife at the time.

I like Slow Time the best; you can get out of the way of melee and magicka strikes, as well as dragon breath assaults. It also gives you 3 or 4 good shots on an opponent. Finally, the slow-mo effect is really cool.

And like Metalpunks said, I like Become Ethereal for jumping off mountains too. If you're leaving from Winterhold and need to walk North, just go to the steepest cliff, hit the Shout button, and jump. But I haven't found it effective in battle because it seems like I'm always blocked in when I'm truly getting my ass kicked and all the shout does is delay the inevitable reload.

Become ethereal works great for mages mainly. Your health is low your getting hit from every angle, you become ethereal and use restoration.

As it's considered an 'offensive' shout, and guards/friendlies get hit by lightning, you then become targetted as an enemy. Stormcall is not meant to use in towns I suspect.
