Got a warning from guards for shouting...

So, if I proceeded to continue using shouts in the city (it was the slow time shout btw) at roughly the same time I got the warning, would they actually try to arrest me? And does the warning go away over time?

Got that warning 100 times and never got arrested. There is no law against it so

Right, they tell you they know of no law against this... shouting, but it upsets the townsfolk. And furthermore, that guard has his/her eye on you. Still, I like their comment if you do some simple magic, like the spell of Candlelight, better.

I tried to shurg it off, but they say they'll drag you to the prison for troubling others with that Shout. If you choose to ignore 'em, will you really go to prison?

No law against it, in fact it's part of the culture that sets Skyrim and the Nords apart. They should be proud of it. Except, of course, for the fact that before your charcter showed up, the last shout used killed the High King. Touchy subject, then?

That's usually the point I use a different Thu'um then I remember having used like four seconds earlier, accidently attack the guards and they can take me to jail anyway...

I got a warning for dropping weapons on the floor, and then when i responded with: "I don't care" he charged me with a bounty for 10g for "disturbing the peace". I then proceeded to cast frenzy on him and let him be killed by his fellow guardsmen. =D

another example of the two-sided aspect of this civil war. Others who were also there that day claim he DID shout Torygg to pieces. One of those things we will never know for certain, but must take one person's word over anothers.

Two people confirm Ulfric's story, most other named characters don't comment on it, even if they were there. Not that it's relevant for this discussion. Because true or not, most people believe he did and that would be enough to create a law...

A rather useless law, because there would have been only one person capable of the Thu'um at that time, and that person would be Ulfric, and you'd think they could arrest him for other things besides shouting in a city.

I was shouting inside the blue palace in solitude when it happened. Inappropriate much considering what happened there? lol XD

You can cast any attack spell (without hitting anybody), slow time, and catch you

You can use whirlwind sprint safely (just dont hit anyone)
havent checked throw voice/become etheral
