Unlocking better equipment from merchants : V

I don't really know how to ask this without basing it off an example so heres my question;

Does the Ebony bow start to make random appearances at say, The Drunken Huntsman when my archery skill is at a certain number? or does it appear when my overall level is high enough?

Use smithing to bypass that. You can get an Ebony bow at level 12, guaranteed, instead of "maaaaaybe" after level 32.
