it's like weird blue blocky lookin things... anyone had this problem? is there a fix?

No one can tell you as you've provided absolutely zero information. A screenie, a full dxdiag in a spoiler tag, and a driver version if you've got an AMD GPU would help. Also, refresh your INI files and uninstall all mods.
