Well I fast travelled to Solitude and the building in front of the Blue Palace textures wasn't loaded problem so I decided I would take some pictures for you guys.

I then decided that it was probably a one of thing so I decided to reload my save and fast travel back. This time it was completely gone.

And when you get too close you just fall through the ground.

I am using the latest patch of 1.6
