Is there an FPS Limiter for Skyrim? And would it improve performance?

I remember Oblivion Stutter Remover capped my framerate at 30fps, allowing the GPU and CPU to work on other things instead of generating additional frames. Would the same thing happen in Skyrim if I can cap my framerate at 30fps?

I'd like to use ENB's eye candy settings like DOF, SSAO, and Godrays, but I hate seeing my GPU temps rise into the mid 70's. I know they're more than capable of handling that temperature, but they get so NOISY! If I play without those extra effects, the temps never rise above 72 degrees, and thanks to my fan curves, they aren't too noisy at that level. It's when my cards hit 75 degrees that the fans ramp up a lot more, and my ears start to bleed.
