Whats the fastest way to level enchant from level 65 to 100? I feel I've been neglecting the skill.

The best is loot as much armor and wepons as you can carry, make sure you have plenty of soul gems and enchant everything before you sell it. Also you can work smithing and enchanting together.

Step 1: Obtain as may weak soul gems as you can
Step 2: Activate the mage stone
Step 3: Obtain the soul trap spell or a soul trap weapon
Step 4: Exterminate all of the mudcrabs/bunnies/foxes/goats in Skyrim and capture their souls.
Step 5: Get married and sleep with your wife
Step 6: Use the soul gems to enchant every non enchanted item you can find (hopefully you save alot of dagggers and bracers from levelling your smithing.)

Smithing daggers to enchant is THE fastest way....

to irrevocably break your character and turn him into an immortal god :P

I recommend leveling it naturally by enchanting weapons you looted in dungeons before selling (the ONLY use of petty gems), recharging staves/magic weapons (don't forget you can equip followers too!) with lesser & commons and enchanting your own (or follower) weapons & apparel with greaters & grands respectively.

You'll get to 100 eventually that way... and not too fast either.

I PLed my first character.....

never again.

I hate getting soul gems. I personally go for the Black Star, which is a permanent Black Soul Gem. Recharging a Staff with a Grand Soul gives you a fair deal of experience, a dungeon full of humanoids will get you a LOT of Enchanting experience. If an Arcane Enchanter is nearby enchant some random item you found, it gives more experience than recharging a weapon.

Going for the Black Star is the best method if you don't want to level Smithing. Doesn't cost you thing.

petty gems are like 30 septim man.... and you fill them by slaying any random wolf/deer/mudcrab on your way between dungeons.

When you enchant a weapon with, say, turn undead using a petty gem, it increases the sale value by like 300

That's profit man... and LOTS of it.
